Hello everyone! My name is Drew Francis, and I will be serving as the Legislative Aide to Delegate Reaser. I grew up in Loudoun County, spending the first eighteen years of my life in the area before heading off to Richmond for college at Virginia Commonwealth University. That time in Loudoun shaped who I am, and serving this community is a dream come true. Prior to graduating with my degree in Political Science and Philosophy, I gained two years of hands-on experience across both chambers of state government. I worked in the House serving a neighboring Loudoun district (for Del. Martinez who represents Leesburg), and in the Senate (for State Senator McPike who represents Prince William and Stafford Counties). These experiences showed me the ropes of managing a legislative office during a busy session.
It is a true honor to be back and to work alongside Delegate Reaser in helping Loudoun’s House District 27 continue to thrive.

Hello! My name is Caroline, and I will be serving as the District Aide to Delegate Reaser. I graduated from Virginia Polytechnic Institute and State University with a double major in French Studies and Professional and Technical Writing. As you can tell, I love studying languages! Previously, I worked as a field organizer for the Harris-Walz Campaign and the Spanberger Campaign, throughout Loudoun County. It was wonderful to further connect with neighbors, voters, and volunteers during my time in each office. I have lived in House District 27 for longer than I can remember, and it is truly a privilege to further serve my fellow constituents in the community I love, through my position!

2026 Commission Appointments
In addition to the Speaker’s appointments shared in an earlier newsletter, I will be serving on the Virginia Men and Boys Advisory Commission, created by action we took during the most recent legislative session. The Commission will advise the General Assembly on economic opportunities, educational inequities, social media impact, and disparities in health outcomes on men and boys throughout Virginia. The membership will include legislators and private citizens to achieve our mission.

I am grateful to be one of the first legislators on the inaugural commission, and look forward to serving the Commonwealth. AND, I look forward to sharing another appointment with you soon! Stay tuned….
Governor Spanberger’s actions this week
Governor Spanberger continues to sign or veto legislation as the deadline approaches for her and her staff to make decisions on bills. Recently, she vetoed several bills we passed in the General Assembly, including ones I co-patroned and supported, including collective bargaining, regulating cannabis, and putting guard rails on ICE.
From my viewpoint, expanding collective bargaining rights for teachers, firefighters, and home care workers is about dignity and fairness for the people who keep our communities running. A regulated adult-use cannabis market would have generated hundreds of millions of dollars in revenue that could fund priorities we share. And protecting people from civil immigration arrests at courthouses, schools, and clinics is about ensuring that every Virginian can access justice, education and health care safely.
These are not lost causes, however. They are ongoing conversations, and the voices of the Virginians who need these protections are not going away. I take the Governor at her word that she wants to continue working on these issues, and I will always work in good faith with any governor who is willing to engage seriously on the issues that matter to Virginians.

As the delegate for House District 27, I can help you communicate with state agencies such as the Virginia Employment Commission, Departments of Taxation, Social Services, Transportation, and more! I can also submit inquiries with those agencies on your behalf. There are limits to what I can do, however. For example, I am unable to expedite cases or force state agencies to favor your inquiry, provide legal advice or recommend a specific attorney, intervene with judicial issues, overturn decisions, or be involved with matters between private businesses.

Alongside constituent services, I can submit drafts for commending and memorial resolutions. Commending resolutions are formal legislative documents that recognize individuals or organizations for their outstanding achievements or service to the community, while memorial resolutions pay tribute to those who have passed away.
